Closing Time can manipulate time on a Time-zone by Time-zone level. For example the "actual" time in Moscow could be 11:12 am however Closing Time could change it to be later or sooner in the day for instance you could change it to 9:10am or 3:06 pm. The use is that you could be in one Time-zone robbing a bank however when you cross into another Time-zone it would be later earlier into the day "before" the bank was robbed and you could go scott free.

if I had timezone-clocks mounted on my wall I would look up the time in various zones which have non-full-hour time zones.
Some examples are:
Newfoundland
Iran
Venezuela
India

Fun fact, most towns just measured their own local time back in the day. It wasn't until trains made us capable of traveling across long distances in a short time that time zones became necessary, since trains needed to go by an understandable schedule. Some cities like Detroit refused to submit to these new rules for a long time, and went by their own local time, quite literally being left behind in the past as the rest of the country moved on.

"I grade women on their appearance as a joke, its satire!" Doing a thing unironically, then saying that you're doing it ironically isn't satire or a joke. To make it a joke, you'd have to actually put in some type of effort, like, you're grading them on your personal standards, but then you rate them all a 10 because you're extremely desperate, or that you rate them all a 1 because you're "above them" even tho you look like Lord of Cringe. That'd be an actual joke.
If you look at the map there are technically minute differences, nobody uses them because eff that noise, but even taking that into account his clocks are still wrong.
Scientists need to study this guy. Something about his cringe distorts gravity enough to change time. And it’s lumpy because all the clocks changed randomly.
Time zones are a social construct.
Actually so are hours and minutes.

As far as I know there is one city that does use a different minute to every other. Canberra in Australia is 30 minutes off Sydney.

The funny part is our measurement of time is largely arbitrary but pretty simple. From one sunup to the next we said was 24 hours. That's the earth's rotation. Time zones were needed because morning in one place is evening in another. So 24 time zones were adopted. We could have as many time zones as there are minutes in a day cycle but that would be dumb as shit.

I was going to point out that there are some places that do half hour time zones, but that got covered. That being said, all of the minute hands should be an hour or half an hour apart from each other, which is clearly not the case with his clocks. It's weird that he's so insistent that his clocks are set correctly when they're obviously not.
