Well, the values I got for my laptop battery are: capacity 28520, last full charge 20130. so In theory it gives 70,5%. The problem is the battery is almost dead, it wouldn't keep my system up even for 40 minutes.

That's normal, All battery capacities decrease overtime. If battery life is important to you and your battery now barely holds a charge, there's nothing you can do but replace it with a new one.
