Scrapyards and metal dealers should be accountable for buying stolen CATs.

Require ID for selling and buying them. Documents provided by the owner of the vehicle that the converter can be recycled, linked to the VIN, Drivers License, Address, Photos taken of the buyer and seller at the time of exchange, uploaded to a data center, etc. AI could run against the data looking for suspect transactions. Audits of the scrap yard have to account for every single converter and the buyer and seller.
In the US, they cause a ton of paperwork for semi truck drivers that is audited. This problem seems like it could go away with an set of frustrating laws imposed on businesses.

These thieves are absolute vermin and the police should pull their finger out and sort this out.
It could easily be sorted out over night by shutting down the demand for the catalytic converters!
The scrap dealers know exactly who these thieves are because they must be coming in daily with a huge numbers of them and no other scrap parts.
Just fine them them for handling stolen goods, they are as bad as the thieves themselves by not asking any questions and turning a blind eye.
Anyone who brings in any scrap car parts should have to display a licence or permit that they are a scrap car dismantler or a garage disposing of scrap parts.
There should be some paper trail, such as ID, name and address of businesses and what car the part came off, it should either come with a certificate that the car was scrapped or a receipt/ invoice for a new catalytic converter if it came from a garage and their old one was replaced.
Instead the police will just say let the car owners insurance deal with the loss and the thieves continue on.

Three infamousness’: Thieves is first, the love of being persecuted bring them falsely together, and the oppression of their fellow strugglers by their own neighbours. Famous for the biggest city of people who make life miserable for their own compatriots. I am not from the city but served them for 11 years in charitable role and felt sorry for the people who suffered over 1000 thefts a week from their own people. I disgusting place.

@rgagregre is that something that chop shops just buys?
My guess is that they don’t, but buys the whole catalysts. But something has to be done about it. And increasing police resources to focus on that specific crime, won’t help impact it as the crisis this is.
Demand documentation, so if they can’t document where they got the catalyst or the rare materials that are inside of them. They can’t sell them/it
