I don't know if I'd agree that he's underrated. Even when his story is fleshed out, it just confirms and doubles down on the impression the viewer gets of him from the films: that he's a one-dimensional greedy scumbag with no positive character traits whatsoever. That's not necessarily a problem, since both in-universe and in terms of the narrative, Gunray's only purpose is to serve as a puppet for enacting Palpatine's schemes. But it does mean he's not a particularly interesting character. He's not the kind that you could write a spin-off comic miniseries or novel around, in contrast to villains like Tarkin.
Nute was intelligent...but short sighted. Brutal in decisions, but cowardly in physical confrontation. Ambitious but limited in how to actually attain his goals alone. He was just good enough at his job to be the perfect pawn.

Gunray is very underrated. He is one of the major players that allowed the Sith to gain enough power to enact the final phase of the Sith Grand Plan. The build-up to that was masterful. But don't take my word for it, have Plagues and Sidious explain it themselves: Plagues: Let's go over what will lead to us being in a position of power to be able to enact the final phase of the Sith Grand Plan one more time. Step one, ruin the reputation of Chancellor Volurum and use Senate oversight to prevent him from legally sending any Jedi to interfere with our plans Sidious: Check. Step two, get the Trade Federation an army and replace their leader with someone we can control. Plagues: Check. Step three, blockade Naboo. Preventing necessary supplies from getting to the planet. Sidious: Step four, capture the inexperienced teenage Queen we put into power and have her sign a treaty legalizing the Trade Federation occupation, thus preventing the Senate from legally intervening. Plagues: Step five, you will complain to the Senate that your people are suffering and starving, and place all the blame on Volurum for giving the Trade Federation so much power in the first place. Sidious: Step six, convince someone to call for a vote of no confidence to get Volurum out of power, relying on his ruined reputation to ensure no one will oppose it. Plagues: Step seven, convince someone to nominate you for the Chancellorship, ensuring with both our connections and some sympathy votes for the plight of your people that you will be elected and then order the Trade Federation to back off and emerge a hero. Sidious: Step eight, get Plagues really really drunk and once he passes out, electrocute him to death and claim the title of Dark Lord for myself, and rule the Galaxy with Darth Maul by my side. Plagues: I'm sorry, what was that last part? Sidious: Oh, nothing, nothing. Hey, want to go out drinking to celebrate our near victory? First twenty rounds on me. Plagues: Oh dude, nice. Let's do it. But you know what would be cool if we could somehow get the Queen here during the blockade to pled the chase to the Senate. A little girl would get a lot more sympathy than you and would accelerate our plans. Sidious: Yeah, that would be cool. Shame there's no way that could happen. I mean, it's not like Volurum will go behind the Senate's back to ask the Jedi Council for help, and they'll send a Jedi who is known for defying the orders of the Council and the Republic, along with his British Padawan to save her and get her here.

That came as a real surprise when I first saw it years ago. I was so used to him being the greedy coward that I didn’t expect him physically attack anyone. It’s also easy to forget that he’s very tall compared to humans.
Only thing left out is that Sidious used force choke on Gunray during one of their first meetings. Both to establish the pecking order of their relationship, but also for Sidious to prove to Gunray that he wasn't just all talk.
Oooooooh that ending…. That is SLY, by manipulating and playing Gunray into blockading Naboo, it places Palpatine (aka Sidious) PERFECTLY for his ascension to Chancellor. After all, how could Senator Palpatine be behind the blockade of his OWN planet!

Something I want to say, Rune Haako Nute's second in command was a lot stronger then anyone relished, as a child or in this case grub he was stricken with a debilitating palsy that effectively crippled his left arm and leg that left both near useless, in the hives something like that would mean the grub likely wouldn't survive to adulthood and would usually be some of the first to die because they wouldn't be able to get as much food. But in fact Rune lived despite being weakened and managed to make a life for himself. So I think in a way Rune was one of the strongest Star Wars characters.

The only unrealistic thing about the CIS is that none of the members would willingly do everything Palpatine suggested, if they really were corrupt politicans just like Palpatine himself, they would all wanna betray him and Dooku considering they failed they were losing in the war, none of these CIS leaders would be stupid, as they achieved a lot of power and they would wanna maintain it. There are holes everywhere when it comes to Palpatine, Palpatine and his rise to power only ever works due to plot armor if you think about it for even a minute, you can see flaws everywhere.
It sounds like Sidious is not too fond of either Palpatine or Valorum. However, unlike Anakin, Palpatine was a useful tool, and thus, was spared Anakin's fate at Vader's hand on Mustafar.

The only unrealistic thing about the CIS is that none of the members would willingly do everything Palpatine suggested,
if they really were corrupt politicans just like Palpatine himself, they would all wanna betray him and Dooku considering they failed they were losing in the war, none of these CIS leaders would be stupid, as they achieved a lot of power and they would wanna maintain it.
There are holes everywhere when it comes to Palpatine, Palpatine and his rise to power only ever works due to plot armor if you think about it for even a minute, you can see flaws everywhere.

It sounds like Sidious is not too fond of either Palpatine or Valorum. However, unlike Anakin, Palpatine was a useful tool, and thus, was spared Anakin's fate at Vader's hand on Mustafar.

@@taitano12in the cloak of deception novel, Gunray and his confederates (Haako, Dofine and Monchar) have a conversation with Darth Sidious where they basically spend the entire talk badmouthing Palpatine and Valorum for being some of the leading anti-federation, pro-taxation voices in the Senate. They have absolutely no clue that Darth Sidious _is_ Palpatine and that they’re basically insulting their master lol.
