I can see a case to be made that they were concerned for the man's welfare, and did not feel that it would be safe for him to have the bicycle given his mental situation. In such a situation they would have called 911 to get the man some help. Unfortunately, Officer Hammer showed up and treated him like a nail. In such a case, who would be a more appropriate agency to contact? Maybe a sympathetic fire or paramedic crew, along with trying to find out what group home he lives in? I bet that guy had been eyeing that bike for a long time and really wanted to experience the freedom of riding it, something most of us felt as kids.
