Oh boy I can flex my brain here.
Indeed, Dio's timestop glitch stops the health bars from resetting during the match. There are practical setups for it too, just hard to do, and I believe Jotaro can do it.
The con of it is that there is an interesting interaction between time stop characters and it's that any timestop character (Dio, Jotaro, and Shadow Dio) can timestop during the opponents stopped time. It will happen immediately and only costs one bar to do so, unlike the three it takes normally. So if you try this tod on any of the mentioned characters, they can just timestop on wakeup and tod you instead, because both health bars reset from 1 to full at the start of rounds.

DBFZ has a even stupider TOD with Base Goku, his famous 3-touch TOD. Just gotta set it up beforehand:
    1) He needs to do his "lend me your energy" move three times before attempting the TOD;
    2) He needs to be the last standing character on the team so he has access to the Limit Break feature.
    3) Sparking is not 100% necessary ever since they added the Limit Break feature on Season 3, but since he's the last standing character might as well use it.
    The combo goes like:
Standing heavy > Spirit Bomb > Level 3.

Roy's turnaround Up-B dealing massive knockback isn't actually a bug: the first hit deals very high set knockback to combo into the next hits, because having the knockback of the first hit be the same as the later hits (except the final hit) results in characters falling out of the attack. I believe it was AsumSaus who made a video explaining this, his channel is good for explaining Melee jank in general.

In Blazblue Calamity Trigger, Ragna has a super called Devoured By Darkness which can only be done during his Blood Kain install.
If done raw, it will deal 5520 damage to the opponent, and heal 5520 health to Ragna because in BBCT his lifesteal is 1:1 with his damage dealt with drive moves.
If combined with negative penalty (which makes you take 2x damage in BBCT), it will deal 11040 damage, and heal Ragna 11040 hp.
This is enough to kill some characters, and heal Ragna to full hp.

I saw some disinformation in the comments so here I go!
For JoJo timestop glitch you can either pick Dio, Jotaro or Shadow Dio, they all can timestop as they are killing their opponent. If opponent wakes up fast enough for the second round to start and timestop didn't complete yet - you get a timestop glitch.
Most of the times any hit in timestop will 1 shot kill, but there are some exceptions because of different hp bar fill up speeds.
If you do manage to timestop glitch against a Jotaro - he will be able to stop time himself and start moving/blocking/attacking in it, HOWEVER! His hp bar will still drop to about 3% (meanwhile your hp will restore to 100%, since you can act in your own timestop - your hp will recover as intended), the only way to not lose most or all of your health during timestop glitch - is not getting hit by your opponent and wait until their timestop ends. Sure, you can tod Dio as Jotaro by timestoping on his timestop glitch, but you have to do it before he hits you, him not being airborne, him not having any meter left and you having full 10 super meters, so it is basically impossible to do.
Also thanks for giving the game some much deserved love! Pog

I think there's a TOD if you use Iori against Chin in the italy stage, there's a glitch (if you can call that in the game) in the game when the stage begins both players jump from the bridge to the water, the problem is that because characters jumps to the top of the screen this makes Chin fall late because he's the shortest of the characters and if you play Iori you can just do the rekka before he lands. "Hold Back to Block" did a great video about this, I wanted to see it this happens with Choi as well.

    About HFTF Tods:
The tods there are so hard to land, it's not free giving since every character has his own moves, there's an exception to Vanilla ice where he can tandem you to death if you mash really fast, other characters do not benefit of this buff because vice's moves are fast, also an example:
Chaka has like maybe 1 or 2 tods that implies unlockable resets which are super hard to land, the opponent needs to be in the corner and you gotta have a lot of execution.
The thing about hftf that makes it great is that it's not about the tods, it's about combos and neutral.

For the dio thing. what happens is the time stop record the enemys HP at 0 from the previous round, and the next rounds health refill is OVERWRITTEN by what value was stored at the start of the time stop, so when the time stop ends, it pulls the 0 killing them again

SFA3 has this glitch where, if you crouch just as you are landing from a jump and then jump again, you would literally prevent your opponent from air recovering. This leads to infinite juggle combos.
Now, my guess is they are not in this list because consistently getting crouch jump cancels is hard af.

You can also use the Infinite that Steve Fox had in T5 that was pretty dumb, Tekken Tag 2 had death combos, the 2D characters in Tekken 7 Season 4 should also be here
and the funny thing is that the 2D combos in T7 aren't even infinites, they only require a full meter but they are actual death combos that you can do if you have the execution especially for Akuma you need execution because of the FADC.

What's funny is that some reversals scale damage based on the damage they parried, and some reversals have chain throw followups, so the fun part is parrying one of these as (iirc) Nina or King and doing the longest possible string of chain throws.

In Smash Ultimate, Kazuya has a pseudo infinite where he can link Electric Wind God Fist into itself, only limited by the fact he will eventually run out of stage space, since he moves forwards during the combo.
Normally, the first EWGF launches the opponent into the air, and since EWGF's extra stun effect only affects grounded opponents, subsequent EWGF's require 1-frame unbufferable links to combo.
However, when Shulk uses his Shield Monado Art, he takes substantially less knockback from attacks. As a result he lands on the ground before getting hit by the next EWGF and is affected by the extra stun, making this pseudo infinite combo actually reasonable to execute.

I wouldn't necessarily call it a TOD but well, it basically wins you the round. It's one of my childhood fighting games, Star Gladiator. There's a combo with Gamof or a move he has that is a huge uppercut can't remember it's been a couple decades since I played but I used this to finally get to the secret Phantom/Plasma Billstein fight only to discover.... He can't be rung out... haha... Anyways, you land this uppercut with Gamof and he has a move where his fist swells to a massive size and you send your opponent flying, more often than not straight into a ringout with ridiculous consistency. Uppercut into big punch a 2 hit near guaranteed ringout. Super cheap but super fun vs the AI :D

not sure if this was already mentioned so I'll say it myself
in Blazblue Central Fiction, Kokonoe has Golden Tager, a super with the potential to instantly kill any character in the roster if fully charged; except you're never going to actually land this raw and fully charged due to its properties:
    -costs *all* your meter
-you need to have Overdrive active (the super isn't locked to Overdrive but without it you just get a pretty terrible version)
-you charge by continuously spinning after the superflash, where the opponent can clearly see you revving up a big beam
    -also I think it was a 720?
+it's fullscreen unblockable though, at the very least
There are setups where she can combo into this super while charging it a bit, but the combos where she can tod vary per matchups, and they take some resource dump and execution so they're to style on the opponent more than anything
