At 10:32, Eltaj missed an instant draw with ...Bf1+. After Kxf1 Qh3+, White has no way to escape check.

Am currently around 1600 lichess rating but i cant really find a way to improve it i studied endgames but i want something more like strategy for middlegame or some good chess book to help me improve .any ideas?

There are many good ebooks about chess strategy. For example: "The Amateur's Mind Turning Misconception Into Chess Mastery (Jeremy Silman)" or "Mastering Positional Chess (Daniel Naroditsky)". There are also programs from "Chess King", android versions are cheaper.

Safarli could have saved the game with 55...Bf1+ leading to a draw if Grischuk captures the Bishop and a loss if he does not. Correct is 55. g4 rather than 55. h6.
This might have already been commented on, but there was a missed chance to swindle a draw at 10:32 with Bf1+! Now whether white accepts the sac with Kxf1 or tries to avoid it with Kf2 (Kh2 and Kh1 obviously allow mate in 2, and Kg2 would require giving up pieces to stave off immediate mate), the response is the same: Qh3. This keeps an eye on the h-pawn and either delivers check or threatens to deliver check, and white can't get out of it because the black king is cutting off the retreat.

Poor Rauf. I wonder why he played 27. Qxe2+ and 28. bxc3 turning his 3 pawn islands into 4, instead of 27. Qf3+ and 28. Qxc3 placing the queen on a more active square where she would not only defend e5 but also attack the c6 weakness (as c6-c5 couldn't be played because of shutting the bishop's diagonal)...

No, because Nxd3 is guarded twice with a pawn and Queen. So, if black captures with his pawn then Queen is guarding the e5 file and you can't recapture with your rook, because the Queen is guarding it on the while diagonal.
Editt: I would argue that your line of attack is actually a terrible blunder, because then black has a good past pawn and is completely dominating the rhytm of the game.
If nxd3 after pawn captures black will capture the rook on e5 with his queen then play d2 with his pawn and you cant stop promotion.

Well, Eltaj played extremely good back in the days. No joke, he was around 2700 club, yet he never reached it, he was so close. And it’s rapid, you never know how to play when it comes to rapid.

Instead of playing 33. b4 he should have moved his bishop back to c3 since it was untouchable there, it would have been nice seeing the bishop just staying there for the next 30 moves if this were possible. The queen sacrifice actually trades a queen for a rook, bishop and a positionally very good bishop for white, so if you give 1.5 value points for the positional bishop versus a weaker bishop, then it's 5, 3, 1.5 for a queen at 9, with this formula you are taking 9.5 and giving away 9, so if you give 1.5 value points for an untouchable piece in a great position, then this formula may help you
There are other formulas in chess, like two connected passed pawns have the value of a minor piece, so if you give a minor piece to achieve this, then it is ok.
Another formula is, like Alpha Zero has shown, to neutralize the opponent's pieces.
Alpha Zero has also shown that the sharpest line against the Caro-Kann is the advance variation, e4 c6 d4 d5 e5, with 25 wins for white, 25 draws, zero losses, Alpha Zero has shown that the sharpest line against the French defense is a similar advance variation with e4 e6 d4 d5 Nc3 Nf6 e5, with 39 wins, 11 draws, zero losses, with such a performance of 39 wins i.e winning 78% of the time, Alpha Zero just shows that the French defense is a questionable opening. Against the Sicilian defense for comparison, white only wins 22% to 34% of the time, not 78%, this large difference shows that the French defense is questionable.

3:18 Dog got bored
Even though there is time trouble at 10:09 it seems pretty obvious that if the knight can move it prepares a rook queen fork, so as soon as the bishop moved into the knights attack on d3 it should have been captured.
Instead of blocking the passed pawn on move 55, sacrifice the bishop on f1, then perpetual check with the queen.
