In the manga, Zeff eats his own leg while giving sanji all the food. The anime makes it so that he severs it with an anchor as an act of censorship of the gore

15:25 This is the youngest we have ever seen Sanji. He is 9 years old and already working as a cook in training aboard the cruise ship Orbit. We will find out how he came to be there in a much later arc.
16:25 When Zeff and the Cook Pirates attacked the Orbit, they had already came back from the Grand Line, without finding even a trace of the All Blue.
19:20 This scene was altered in the anime but it's not completely filler! In the manga, Zeff did damaged his leg here, which is why he chose that limb to cut off later when he was on the rock.
By the way, most fans disregard the ridicule the people who believe in the All Blue sustain. It's called a "mythical ocean" because from the way their planet is constructed (as we see in a few episodes in the map) the existence of a place where all other seas combine is literally impossible.
But let's wait until the end and see if Sanji's and Zeff's dream will come true...

Since 2 ships sunk around that Island. I wonder if Zeff missed more treasure (still hidden within the 2 shipwrecks). Or did they come back to recover more (maybe with the aid of fishmen) since then. The cruise ship Sanji was originally on felt like it had it's own built-in casino even.
Will Zeff inspire any of his cooks to build a 1-stop lighthouse, fishing dock(s), port(s) & an extra Baratie franchise on the desolate rock (Island) in the future?
oooo this would be awesome to find out! I hope he does! Almost like giving his source of trauma a new story and turning it (the island) into something positive. I hope this happens!

In the manga (and live action) Zeff didn't cut his leg underwater, he ate it to survive when they were on the island for months, wich make a lot more sense. They changed it in the anime, cause their is a scene where he break his leg with a rock to cut it wwich is a bit too disturbing for kids
