How did San Francisco get into this list... if you are a startup you are trying to save money, not spend a fortune in rent, tax and salaries that have to be competitive with the surroundings. And it is not easy to keep highly qualified workers with the tons of other more established companies around offering benefits that no startup could ever afford..
