Just going to point out that "Unearthed Arcana: Gothic Heroes" has the Revenant option. Revenants get regeneration at low HP and the ability to come back from the dead until a specific task is completed - say, killing Dracula. It's not AL legal, but it _is_ published by WotC, so definitely not homebrew.
However, come to that, the Plane Shift supplements are also first-party, and while Innistrad surprisingly does _not_ have a vampire race, Zendikar does! They don't have the near immortality of a Revenant, but they are immune to the effects of ageing and able to drink blood, which fits the bill better for Alucard. *[Edit]* I almost forgot, there's also the Vampire race in Plane Shift: Ixalan, which is nearly identical, but gets a bonus to Wisdom instead of Intelligence, gets extra bonuses from drinking blood instead of creatures killed coming back as something else, and has a racial feat that can do a good impression of Alucard's form of mist. *[/Edit]*
(Technically, his sword is an estoc, but since 5e doesn't have one, it probably doesn't matter. Alucard wields it exclusively one-handed anyway, so it's serving the same role as a rapier. For a more proper Alucard Sword, you'd want to pick up a Sun Blade, though.)

@@witchBoi_Connor The Plane Shift PDFs are a series of articles written by Wizards of the Coast employee James Wyatt. Each one contains a few key original rules, player races, some subclasses, and guidelines for adapting the rules of D&D 5e to play in one of the different planes/settings of magic the gathering. There are Plane Shift PDF articles for multiple Magic the Gathering worlds.
Innistrad, a vampire filled, eastern European, nightmare land reminiscent of Ravenloft.
Zendikar, a wilderness themed land full of dense jungles, towering mountains, and skies full of levitating megalithic stone hedrons that keep Cthulhu and his two brothers imprisoned on the plane.
Amonkhet, Ancient Egypt meets The Hunger Games, but the twist is that everyone has to compete in the games and the "reward" is getting turned into a Lapis Lazuli coated super zombie and drafted into the army of an evil dragon wizard who wants to become god, again.
Ixalan, Pirates of the Caribbean, but the pirates have to compete with armies of Vampire Conquistadors, Amazon River dwelling Merfolk, and dinosaur riding Aztec warriors. Also the goblins in this world are blue skinned, have prehensile monkey tails, and are covered in white fur.
Kaladesh, steampunk India full of airships, Dwarves, and blue magical vapor people with the lifespan of a fruit fly who come into existence as a byproduct of the magic that powers all the steampunk gadgets.
Dominaria, The main world MTG took place in for the first 15 years of the game's existence. Think Faerun or Greyhawk, but the world map is much bigger, the cultural lines are more or less split along the lines of the five colors of magic in MTG, and a lot of stuff is jacked up because of some shit an immortal artificer named Urza did over the course of the last five thousand years and the stuff a formerly immortal wizard named Teferi did eighty years ago to fix problems he caused two hundred years ago when he tried to spite Urza.
They've released one of these PDFs each time a new MTG coffee table art book has come out, and the guy writing them is a long time Wizards employee. Some children discount the content of these because the writer is currently on the MTG team, but the fact is the guy wrote the Ravnica D&D book and his name is on the front or back covers of all of my third edition Eberron books.

The Plane Shift PDF articles for both Zendikar and Ixalan contain a vampire player race.
Some kids like to claim this is homebrew or unofficial material, but they're wrong. The Planeshift series is written by a Wizards of the Coast employee. He may have moved back and forth between the D&D and MTG teams, but he was the lead writer on the Ravnica book and his name is the second of third name listed on the front and back covers of all my 3rd edition Eberron books. I don't know about your third editions Eberron books, but the guy is listed right next to the guy credited with creating Eberron on all of mine.

I created a homebrewed Piety system, so that anyone can be "Of Vlad Dracula" and receive the polymorph abilities of alucard, except more in character. This is the rough draft, if you dont know what Piety is you can check out Mythic Odyseys of Theros. Also, I know I gave abilities at level 1 Piety, thats just a personal thing i like to do. Piety systems are my favorite systems in DnD and ive been using them for years, but now they have a published version, so heres my take on a homebrewed Vlad inspired Piety System
      Piety: Vlad Dracula
1: You gain the ability to morph a number of times equal to your modifier per day. You can shift into a white wolf, a mist, a vampire bat. You use the stat block for Wolf and Giant Bat. Lasts for 1 round. You can take this transformation as a reaction to being hit, or as a bonus action during your turn. If its a reaction it lasts until the end of your next turn or until you end it as a free action.
3: Your shapeshift is improved, you can now maintain these transformations for 1 minute instead of 1 round. Your stat block improves to Dire Wolf or Young Winter Wolf, Giant Bat but the size of a normal Bat.
10: You can now shapeshift for up to 1 hour. You can become a Swarm of Bats and you can now force a dc 10 con save vs Vampiric Curse when you bite in humanoid or bat form. You now can take the form of a Winter Wolf and your Winter Breathe is replaced by Wolf Charge of the same effect, does the same thing, just a flavor change.
25: Your transformations are reset on a short rest, last 1 hour, you can transform a number of times equal to your modifier. You transform into a Winter Wolf, a Vampiric Mist, or a giant bat or swarm of bats, using the appearance of your choice.
50: Power of Vlad: When you raise a creature with your blood drain, you raise them into a CR 5 Vampiric Spawn. You can have up to 6 Vampire Spawn, this number increases with your spell casting ability modifier should it ever surpass 6. Additionally, creatures you raise that you do not dominate, are raised as CR 1 creatures. Finally, Undead will not attack you unless instructed to, even if you have not dominated them.

HIGH ELF!? not even going to look at drow or shadar-kai elf witch fits edge lord vampire more? and just a flat 20 levels in fighter?....*slaps video out of your hands* LETS DO THIS AGAIN THE RIGHT WAY! so first off, shadar-kai elf because it relates to death (also you can re skin blessing of the raven queen to be bats in place of ravens) and gives you 2 dex and 1 con, OR drow, you get some neat spells and stuff also sunlight sensitivity plays into the fact YOU DON"T LIKE THE SUN BUT IT CAN'T KILL YOU! I recommend Drow, Ignore what this guy says and go 15 cha in place of int and maybe dump wisdom (you get proficiency in perception anyways) you want at least 14-16 con and AT LEAST 14 dex, str doesn't really matter fr the right way to do this. CLASS: now you can take one or two levels in fighter if you want, hell you can even go for a 3rd to get that battle master subclass (we won't be using eldritch knight) but I would recommend 2 levels in mood druid so you can shape shift now the rest of your levels is going to be in warlock hexblade (duh) this will let you use any weapon you want as AL is known for more than just his long sword, warlock will give you tons of magic and little ways to shapeshift (in a limited way) and a bunch of other tasty invocations, eldrich blast (tetra spirit) and stuff like vampire touch (get this one its a no brainier for a vampire) then hexblade will let you use any weapon you want weather its a longsword or a glaive (don't forget the alcuard spear is a thing and a weapon he used!) it will also give you life drinker later on for a extra chunk of damage and if your going for the alcuard spear set up you can try to pick up polearm master and great weapon master (yes! glaives are heavy weapons! so GWM with a 10 foot reach and a free bonus attack you can use GWM with!) all in all this will give you all the magic and melee powers of everyones favorite vampire...piff eldrich knight.

Yeah, I'll be honest Hexblade warlock is the class that tends to spring to mind when I think of Alucard. I guess its sort of the same theme, just approaching it from opposite ends. Eldritch knight is a fighter that can cast spells, while a Hexblade warlock is a spell caster that can fight. It would need a different stat block but would work just as well I think. Also if I had to use an elf subrace as a stand in for being half vampire I'd use the stats from Drow elf which comes with the thematic 'sunlight sensitivity'.
