I know this for a fact as the lot where I stayed over 20 years ago and the house was taken out by a hurricaine has not been developed. I was there last year still vacant land. Have physically seen the giant sand bags and home owners living in fear on the coast. Also saw in a community where whole houses were being relocated into a community that was being built futher inland from the water line as it was splashing right onto front doors of existing ocean front homes. I agree once a house is taken out by a narural disaster it is time for people to move away from it happening again. Not rebulid and then complain their insurance rates are high. Last time I looked at outer banks you could not get insurance depending where your house was. You had to self fund your insurance. I doubt this house was supplimented by any insurance company. You can look up the flood zones and insurance responsibilities. Most realtors have it on their website there.

owners rent these houses out to enough customers and for enough money during the beach season that they make way more off these properties than their physical value. It's not like soemone losing their lifelong home to a fire or tornado. The only loss is to the foolheardy insurance company who underwrote these castles made of sand (but even then some bean counter probably does a lot of risk/value analysis and charges heavy premiums).

I read an article decades ago in National Geographic about how these islands are basically made of sand, and they actually shift towards the mainland as a natural process from wind & waves. In other words, anything built on them should be expected to be temporary...
I read that along timenago as well, think the island was Puerto Rico or something close. The sand from one end of the island gets pushed and collects at the other end so the island is basically moving
