You are right, Amy. It is called the Promenade Charleston, or Charleston in Promenade. The same steps of movements Charleston-style also happen in tandem position.

Shirley Adams just so you know, it’s not Lindy Hop. It’s a different step entirely (The Charleston) but it transitions very well from Lindy Hop since it is an 8-count.

Tandem, not tandum Charlestons, frankly I don't give a damn, I'll enjoy doing the move whatever you purists say. I'm not so fanatical about terminology. If I were, then the Swing "Wrap in wrap out" is called the Basket in Modern Jive! Still THE BEST and CLEAREST instruction in Swing dance by far!

It is normal for especially unsuspecting partners (mainly ladies) to look a little at your face when you switch into "tandem charleston" position just before doing that "rock step kick, double kick" thing that starts off the figure. This is a deterrent for the leader to avoid doing anything predating (aka "sexually harassing") to that follower, or anything that can hurt that partner, when doing this signature type of charleston that happens in the Lindy Hop dance. It all comes down to the matter of trust.
Also, the arm circles during the tandem charleston are to keep the follower's and leader's arms from tightening up especially with doing the transitions in that charleston (for example, changing to flying charleston and back again to tandem after that).

My biggest complaint is that they don't mention how to actually lead this. You can dance it all you want, but as a lead, if you don't communicate what you're doing, you're going to have an unresponsive follow. Mostly because they won't have anything to respond to.

Actually anything you do as a couple is called "TANDEM" you may have seen the tandem bicycle. So whether it's "side by side" or "back to front" Charleston it's still a TANDEM Charleston.

According to www.dictionary.com/browse/tandem, tandem as an adjective or adverb means "one following or behind the other," which is how the position refered to as "tandem charleston" is done. That is also how a tandem bicycle is arranged.
