@@danielwilliamson6180 I think it's actually a satire on the British class system. Obviously the guy with the shears is the real expert but the man with the posh accent gets all the respect. However the officer realises he is placed in a position by his rank that is unmerited (therein the tension of the whole piece) hence his willingness to accompany the working class chap to the pub. In short it's about the crisis of the British ruling classes in the years after WW2, a crisis that culminated in the explosion of youth rebellion in the sixties.

@@atthebridge the bomb disposal expert would usually be an officer in the Second World War, as is the case still in the British Army. I think like a lot of fast show sketches it plays on tropes of television and film about these situations
