Think that the new rocket recipe is only for the Space Exploration expansion, rather than the base Factorio 2.0 game, the idea being to get off Nauvis earlier in the tech tree and with less expensive rockets so you can colonize the solar system

I am reasonably sure that removing the rocket control unit was mentoned in one of the eariler FFF, but I was unable to find were after a quick scan through of them. Basically it was to reduce the price of rockets for the DLC.
On the subject of programs being build on the boolean logic I recently read a book "The Secret life of Programs" by Jonathan E. Steinhart, which covered exactly that and how it is built up. I found it interesting.
