You forgot to tell us to change the boot sequence BACK from "USB device" (the one we just installed 64 on) to the "Primary" hard drive we JUST installed the new OS on. If you dont do this then the computer will reboot from USB again and want to keep reinstalling the OS over and over again.

Yes it is. 4GB simply isn't enough space :( USBs are pretty cheap and handy tho so I recomend you buy one. 16GB USB costs around 5-10€ so it's not that bad :)
Keep the hard drive and get a new computer with a fresh Windows 10 installation. Then plug your old hard drive in and transfer the data. If your current computer is running Windows 10 32 bit, your CPU is probably only a maximum of 32 bits, and you’ll need a new one, and most likely a new motherboard and hardware as well. So just get a new computer.
After all the steps and it’s restarting i took the usb out so it’s not a loop but it seems to be stuck on the restart part (it’s the windows logo and at the at the bottom it says “Getting ready”)

Yea same happened to me but i solved it! u have to remove the usb drive from the computer when ur done installing windows so the pc can boot up from the hard drive because if u dont then the pc will boot up from the usb drive and u will end up in a loop and remember to change the boot order back to default after u have finished installing windows

If your computer is 32-bit, it can’t run 64-bit programs. It’s the hardware, not the software. You may need a new computer.

You can do without a usb but it will delete all files. Using usb will create another boot access.
