No, lead acid batteries will trickle charge when they reach full charge. Important thing is to set voltage correctly, for 12V batteries it’s 13.8v but I prefer to set 13.6v

Putting lm317 in parallel for higher current is not ideal ,you should have used power pass power transistor with single lm317 for higher current output.

Nice! Can I put two in series so you have 12V and 24V? Some POE switches run on 24V some on 12V. The security cam NVR also runs on 24V.

not all NVR need 24v, alot of NVR from Dahua with 4 port rj45 POE work in 12v
