To use the 'To Sphere' function in this instance you have to have the 'Transform Pivot Point' set to 'Individual Origins'. This is accessible along the top toolbar in the middle of the screen between 'Transform Orientation - Global' and the 'Snap' menu which is highlighted blue in the video. All of the other pivot point options will create a shape that is pointy on both top and bottom (creates like gemstone/weird diamond shape). Let me know if this helps you with your issue 👍

At which point in the video are you referring too? If you're talking about at the very beginning of the video where I change the cube to a cylindrical shape, then you might not be holding Shift + Alt + S. This is a different function called "To Sphere", which differs to the usual scaling function of S. For the Shift + Alt + S to work like it did in the video, you also have to set the Transform Pivot Point to 'Individual Origins' otherwise it'll change how it shapes the cube. Changing the pivot point location can be found at the top of the 3D view as seen @ 0:57. I hope I've been helpful in your troubleshooting.

Turn on proportional editing and while rotate it using the scroll wheel.
