Because they think the cold is an advantage. Most of the AFC contenders play in cold open stadiums though. Cincinnati Baltimore New York and most importantly my Kansas City Chiefs. Chiefs proved last year that cold doesn't mean shit because the best teams have the same conditions at their home.
A dome is not going to stop it from snowing outside and preventing everyone from getting to it. They can build the best dome they want but it wont matter if no one can get to it still. That is why.

I don't really understand the Chicago stadium plans. One of the biggest problems that have plagued the team for decades is that they don't own Soldier Field. In the new plan, they dump billions in to it and still don't own it. Head-scratcher for sure. Tbh, as nothing has been finalized, I think these plans on the lakefront is a chess game to get more favorable offers from the other competing sites around Chicago which will guarantee team ownership of the new stadium.
They used Arlington Heights as da chess move for downtown. Thing about DT stadium is traffic and parking. Can't tailgate qnd 1 way in 1 way out traffic jam

All the rich owners have no problem promoting Right Wing politicians who want to eliminate SS and Medicare but have no problem ripping tax payers off to build their for profit stadiums and milking PPP loans they never have to pay back. Yeah yeah, blab blab. I have been so disappointed by my teams new stadium for so many reasons. As a 49'er fan the "New" stadium in Santa Clara, (Quite a ways from San Fran) really stinks. Early season games during the day and you fry in the sun on the east side while the tech billionaires on the west side sit in the shade and comfort in all those luxury suites. With the "Stick" you had places to go and see because you were in San Fran, but now in Santa Clara, there is nothing around the stadium to see or do. If you are rich the place might be OK, but if you are one of the unwashed masses you cannot even walk over in that area ! it's gated and guarded !! I'm still a fan but I go to away games once or twice a season with friends and family. We will never go to Levi stadium again. Oh, and the stadium is ugly on the outside and it takes me over 40 minutes longer to get there. Get a hint on how much I hate this "New" stadium.

Nothing has been set in stone yet. It is possible that the chiefs will leave arrowhead for a new domed facility in Kansas City Kansas.
