You have to get the lock as deep in to the bolt cutter to cut it with much more created force, he has got it in the middle and will need more strength to try to break the lock

Well its a master lock ..it could most likely be opened with a comb pick or a zip tie

It has an 11mm shackle, it can easily be cut with almost any bolt cutter. You need 16mm and up shackle to completely stop this attack
