I scaled him down to 75% and did the entire thing on my Anycubic Photon. Came out really nicely. Took several days of printing, assembling and painting.

Looks amazing!! So you were able to pull all that super high-poly detail straight from the in-game model using extraction tools? With no manual sculpting needed to recreate the textures as geometry?

What program should I use with the m3f? I want him way smaller (basically a full resin print on a photon mono) and opening the m3f file with meshmixer slows my computer to a crawl, while lychee slicer (which autoassociated with the file type) doesn't open it at all.
If it doesn't work I just go in and scale all the stl files and then assemble in meshmixer. should work too.

I set myself the challenge to learn blender last night. I managed to get Clare posed but the only issue is her hair. It isn't printer friendly. If you was to do Clare then the hair would need modeling in probably z brush or something. I lost patience with blender. Extremely clunky software
I would do hair in Zbrush.

I say you’re looking between 3 to 5 thousand for a good 3D printer. They’re getting cheaper, abated slowly unfortunately.
Edit: He said he uses the Prusa i3 in his videos, which is about $1,200 now.
Definitely don't need to spend that much. I printed this guy at 75% scale entirely on my Anycubic Photon which is about $200 on Amazon currently. The Photon prints actually look much better than the Prusa i3 prints as well. Also of note both Anycubic and Elegoo are on the verge of releasing much larger printers which could print this guy full size no problem. They're expected to be in the $300-$500 range.

This is pretty cool actually, love it. But, as far as i can tell, the model isnt gonna be ok if you do a mold of it, will it? I see some parts, specially at the flamethrower, thats really thin and open up parts. When a resin mold, for example, gets inside of it, it will probably break the piece.
