Visibility depends on the weather, runoff, wind, waves, etc. the only thing I can say Is plan for a calm sunny day and pick spots that don’t get roughed up by waves. Typically La Jolla is great. Once in a while though on the other side of the breakers on the beach or cliffs it’ll be super clear.
