A wanted man out from Elberta led police on a 12-minute chase Friday, reaching speeds of 90 miles per hour before being caught in Foley. The suspect cut through a trailer park, a neighborhood and several business parking lots in Foley before being stopped. Authorities have released dash-cam video of the chase. It started at a home on Old Foley Highway in Elberta and ended in the McDonald’s parking lot in Foley 12 minutes later. Elberta Police were already at the home to serve an arrest warrant on 46 year-old Charles William Moore when Moore pulled in and saw an officer.
“He got into the tree line, got back out and come onto the road. David called it in and I happened to be close by and he headed towards 98 on Old Foley Road at a high rate of speed,” said Elberta Police Chief, Stan DeVane. DeVane caught up with Moore on Highway 98 near the Foley Beach Express. For the next 12 minutes, dash-cam video shows the suspect leading DeVane and another officer on a chase that took them into a trailer park, a neighborhood and busy Highway 59, including several parking lots filled with cars and people.
“The neighborhood, fortunately it was a period of time where all the children were in school. That wasn’t that big of an issue as far as having kids out playing in the yards and street,” DeVane explained. “The parking lots was an extremely dangerous situation. As you can see in the video, he never checked up when he came in the parking lots. He shot between a pickup truck and some parked cars.” When Moore entered the Win Dixie parking lot, DeVane said he started to fear for the safety of innocent motorists and shoppers. At that point, DeVane radioed officers to try and take the car out. Moore managed to get around DeVane’s Tahoe, sideswiping the front bumper along the way.
Another officer picked up the pursuit as Moore crossed back over Highway 59 and into the McDonald’s parking lot. That’s where police were finally able to end the chase by wrecking Moore’s car. Police said Moore took off on foot and ran inside the O’Reilly Auto Parts store next door. That’s where they caught up with him and arrested him without incident. He’s now in the Baldwin County Jail on no bond. Charles William Moore now faces additional charges of attempting to elude and multiple reckless endangerment and traffic citations in both Elberta and Foley. Police said no one was hurt during the chase.

That was complete idiocy on that driver's part. There was obviously a cop or other emergency vehicle behind them and they are just driving along taking up the entire lane as if nothing is going on. Even if they don't think the cop is trying to pull them over, any halfway intelligent driver will move over and let a vehicle with lights and sirens pass. That's why they have lights and sirens - to warn others of their presence and to clear the path.
That was the most sedate and safe part of the entire joyride. He should get a big shiny badge of thanks from Bill, which he could wear with pride.

By training, taking out should come after one has CONSISTENTLY ignored orders and becomes a threat to public safety.

@@Sahadi420 There was literally a car right in front of the suspect's car. Anything can happen if you try to PIT or "sideswipe" him. He could floor it right into that other vehicle to try to recover and spin them out, etc. I guarantee you that's why they didn't make any drastic moves at that point.
@@Sahadi420 Not only do they not want to risk lawsuits, but they also don't want to damage their cars. A lot of departments are very tight for funds, and they can't afford to smash their cruisers up every time some idiot tries to run. Even a correctly done pit bashes up the front of the car, and there is always a risk of the officer himself losing control and wrecking if it's not done just right. They are trying to use less extreme measures such as blocking him first. Many departments don't even allow officers to use the pit, because of liability concerns. After they determine that he's not going to stop, and that he is willing to do very dangerous things to escape, they determine that more extreme measures are called for. Easy for YOU to say what you "would have done", because you're just sitting home watching pit maneuvers for fun. You don't have to deal with lawsuits, department funding, replacing or repairing damaged cruisers, or any of the other serious concerns the actual officers have to deal with in the real world. A long like the people who talk tough online and say "if someone did that to me, I'd have shot him in the face!" ignoring that in the real world they'd have to consider whether i would actually be legally justified in the jurisdiction they are in, and the many other reasons why the guy who was actually THERE, who would actually have to deal with the consequences decided NOT to take extreme action. Life is not a video game.

That is true but you also have to remember that they're trying to stop this guy while reducing the risk to innocent drivers and people that may be walking on the sidewalks so you always have to keep that in mind if they tried to pit him or rammed him and he lost control he could have easily hit an innocent driver and cause serious injury.

lol you're fuckin stupid!!!!! I owned many cars and bikes the police were NOT allowed to pit the the driver since it varies by town and also many innocent people around. Trust me I know what's fast. VW's are garbage, I know plenty of friends with 2.0L and 1.8L Turbo's. That fridge on wheels versus a cop car or SUV would be smoked in secs if they were allowed to pit. If it was a VR6 maybe it would be a challenge to the cops, but Keep dreaming buddy. There is a reason why no one buys VW's they're garbage and always have electrical issues be it window or lights.

I see where you're coming from and I see it as a bit ironic too, but the police view it like this - They blocked his path and the suspect made the decision to try and clear the closing gap, knowing full well that a collision was going to occur with the police car while doing so.

Ive watched loads of these vids and the one thing that makes me laugh is a failed pit manouver translates to "he just hit me" on the radio😂🤣
That's not a pit maneuver. A pit is when they bump your car into a skid while you are driving. That was an attempt to block him. And legally he DID hit the officer, since he refused to stop for his obvious attempt to block him and ended up colliding. In any case, people make way to big a deal over it. He's n the middle of a pursuit trying to chase a guy around a crowded parking lot, he doesn't have time to stop and think out the exactly correct description of what happened: "well, let's see, did my car stop moving before the collision, or was I still moving? Did I strike him as he passed, or did he clip me as he squeezed by". The guy recklessly tried to push past him and they collided. The criminal is at fault, period. He could have just as easily gone right into his side if he had not stopped so quickly. And if the cop HAD hit him, he'd be doing it in the legal carrying out of his duties. People act like it is some big conspiracy to pin something on an innocent driver.

Some of you need to join the department since you know so much
Many departments don't allow their officers to pit, or strongly discourage it except in certain very favorable situations. Others require express permission before they can do it. It's a potential liability, either the suspect, the officer, or a bystander could get hurt, and many of these departments don't have the extra budget to fight off, let alone pay for bullshit lawsuits. And not so bullshit ones. If you pit a guy and he smashes into someone's car in traffic, you have to pay for that, even if no one gets hurt. You also have to repair the damage to the cruisers. So if they can stop the guy without contact, they do. They use it as a last resort.

So let me get this straight.. when a cop car does a PIT maneuver on a car or truck striking it and turning it sideways, then the fleeing guy did not strike the officers car.. but if the officer side swipes his car without doing a PIT maneuver, then the fleeing car is at fault and he is then charged for an assault??
