after you did all of this, can I or should I delete O&O Appbuster if I am not using it anyway if I deleted unnecessary programs from windows 10 or 11?

You may delete O&O App Buster. Keeping it in the system will not harm and you may use it later to remove other bloatware which get installed through Windows updates.
