The root cause of all this is the plea bargain system. it basically encourages prosecutors and cops to pile on as many charges as possible, and it encourages defendants to plead guilty or risk a much lengthier sentence. All this is mean to stop the court system from being overcrowded, but it also means that a lot of innocent people bite the bullet and plead guilty rather than risk a trial and the expense of a case in which they might be innocent.

The thing is...she's the prosecutor, and if that was happening it was her literal obligation to actively stop it if not bring charges addressing it.
