I think they're aliens. There's a couple of cutscenes in AW2 where the Black Hole COs are talking to their troops, and you see that Black Hole troopers look a bit like Greys under their faceplates.

I think the APC-Chans are the same height, the footstools are there because of where the food was. Easy to miss, but Orange Star's APC was cooking her pancakes on the TOP of her station, while the Blue Moon, Green Earth, Gold Comet and even the Black Hole APCs all had the food prepared and served from the SIDES.
