I agree that someone determined to get atop those tanks could have accessed them via the vertical ladder and the roof. The dropdown isn't that high off the roof of that superstructure.

One investigator insisted it's physically impossible to carry a dead person's body between the pipes and up the tank stairs without causing so much trauma,even if said person were light. If she was murdered she would have to have been led up them stairs at gunpoint.
I hope they had just washed those tanks out and only had the lids open to air them out. The idea of them being open all of the time for polluted rain water and bird crap to fall in is disgusting.
