Hoover actually did a lot of good against the criminal anarchy of the early to mid-1930s. The FBI was instrumental in ending the careers of a long list of violent, despicable criminals who had previously taken advantage of the lack of coordinated federal law enforcement among individual states: John Dillinger, "Ma" Barker, "Machine Gun" Kelly, and many others. Such innovations as mobile crime labs and modern fingerprinting were developed by the Bureau at this point.
It's a real shame some of Hoover's behavior in the 1950s and 1960s has overshadowed the real contributions he made decades before. And, seriously, who cares if he were gay?

It's possible for a person to start out doing beneficial acts for society but turn bad over time. Also, some people are quite complicated morally and such was Hoover. But everything you're calling him a "racist monster" for happened decades after his real contributions to crime prevention in the 1930s. Sadly, the power of his office corrupted him as time went on, but that doesn't alter the good he did earlier in his career. We wouldn't be having this conversation at all had he retired in 1950.

Also, really, there is no definitive factual evidence that Hoover was gay. He had a close relationship with one male friend, but none of the claims that Hoover was gay have ever been supported by much more than hearsay from dubious sources and circumstantial evidence that would both fail to get admitted if you were in a court of law.

He was simply protecting the bureau from overstepping its boundaries. In its charter, the FBI is an investigative agency, not a protection agency and not a national police force. Hoover knew that overstepping the boundaries would result in the agency being caught in the crosshairs of Congress and would threaten to weaken it (or worse, threaten his control over it). When he was appointed Director by Attorney General Stone, it was at a time when the Bureau of Investigations, as it was then known, was highly politicized and he was the person selected to right the ship, which he clearly did. There are plenty of books for you to check out on the man, including one written by his direct subordinate, the number three in charge at the time, which lay these events out clearly. He had flaws, especially later in life, but he wasn't racist and this sort of thing needs to be viewed in the context of the domestic turmoil of the 60s and the foreign threats we faced at the time. The COINTELPRO operation was run by an ambitious Special Agent by the name of Sullivan, who was later forced to retire over it and later tried to publicly drag the bureau through the mud by blaming his operation on the entire organization. The Democrats in Congress repeatedly gave him a national platform because it was politically expedient for them to do so at the time.
