yes to both. You can use Atmel Microcontroller (Arduino) along with interface chip (I think MAX232 should do) to communicate with the PC over USB and the rest is done by the uC. You can find compiled loaders to just upload to the chip and you have yourself a flash programmer. CH341A work with many chips but they must be 3.3V compatible, otherwise you need to modify it to 1.8V It also works with Surface Pro 5 and probably many more modern boards.
