He has Citizenship of Hongkong. Unless China is willing to say Hongkong has its own representation in major Sporting event or they have to accept this.

I don't really understand what your issue with this is. He may consider himself to be fully integrated and that Hong Kong is his own home. Does this mean that he is not Chinese just because he is not 'blood related' to China? Nonetheless, if his primary residence is in China then absolutely he becomes, on merit, the fittest man in China. Redundant point that language has anything to do with his beliefs on where his home is, or wether he should be able to compete on the world stage representing China.
