Majin vegeta is proof of him realizing how he's gotten soft, and if goku was around which he should have been, then vegeta would have progressed much further as a character like he does at the end of the buu saga.

He is not wearing his armor in the Buu saga because armors are not allowed in the tournament and he didn't have time to change outfits until the end of saga.
The shoulder guards don’t restrict movement due to how the armor works. It has immense flexibility while keeping the durable property’s of armor. It stays on even while becoming a great ape. It allows him to attack without any hinderances whatsoever.
