Well everyone already pointed out armor wasnt allowed during the tournament, but you also have to consider that with gokus return to being alive after Z, vegeta was preparing to throw hands and blasts with goku again, so the armor return makes sense. What doesnt make sense is him not having any arm protection. After 18, that would have been the smart thing becauase he is always holding it
