STORYLINE:
Dominican soldiers and Haitians experienced tense moments on Wednesday while the troops were patrolling the perimeter fence of the Haiti border.
Some Dominican soldiers pointed guns at Haitians as they retreated as the officer pushed them back.
“The problem is that you can't get upset because we are walking around,” said the commander, who did not give his name.
Both countries share the island of Hispaniola and have long had a contentious relationship despite strong economic ties.
Dominican President Luis Abiner banned visas for Haitian citizens and closed the border on September 15 to all migrants, regardless of whether they’re seeking entry for work, tourism, health, or education.
The latest diplomatic crisis stemmed from constructing a canal on the Haitian side that aims to collect water from the Massacre River along the shared border.
Haiti’s government has said farmers urgently need the water after an extended drought withered crops in the Maribaroux plain.
Dominican president claims the canal will hurt farmers in the Dominican Republic.
Haitians at the border saw the ostensive presence of the Dominican Military as a provocation, but the Haitian government has yet to release a statement.

I was in the DR last year. The Dominicans I spoke to told me that they saw the abject anarchy in Haiti and are completely terrified. There is a very good reason they are protecting their borders - they know that their whole economy is highly dependent on tourism and that as soon as the lawlessness from that side of Hispañola crosses into their country it'll all be over for them.
The economy doesn't depend on Tourism.. yes, it is important it represents 15% of the country's income. But if you go to Santo Domingo or Santiago far from Tourists areas you'll see is an industrialized country.

They even want to partake in our political system to pass bills that would give them power to counter Dominicans in our own country.

The wall or fence is built on Dominican territory, so even when they walk in front of the wall/fence, it is still Dominican soil! Not Haitian... That's what the commanders are telling them. Looks like some Haitian civilians threw some rocks at them while they were patrolling.
He told the Haitian commander that he (the Haitian commander) was in Dominican territory, and so were those civilians, and if they tried to cross the lines, they'll open fire while calling the helicopter at the same time - ngl! that was pretty bad ass to see.. Talk time is over! Go back to your side.

I suspect based on current US and DR military to military training agreements (like combating organized crime, etc) they DR shoes here they have received US military training. Not too mention a number of the weapons used by the DR in this video appear to be US made and provided M-16s.

That's what the Dominican Commander said, the divisory line is further from the wall almost 300 feet, marked by pyramids when he said "Piramide" was referring to the actual legal line the wall is in Dominican soil! Those Haitians military were standing on Dominican land! The commander accepted to talk to them but there were some civilians throwing rocks at them.. That's when he said "Talk time is over control your people or we're going to open fire.." all the Green berets soldiers are special forces usually trained under NATO standards. They also do training in Panama and Colombia they're known for being specialized in guerrillas called "Cazadores" or Hunters...
