Shouldn't there now be charges against the officers who fabricated the story?

Unfortunately when police has to pay damages, those damages are covered from City budget, not police. So they don't feel it. And if they did, well, their budget comes from the city and next year they would just ask for more. Nice deal.

Unfortunately, what ever that needs to be paid to Zameer will be eventually paid by the tax payers of Toronto. What needs to be done is to press the police to change their ways of interacting with the public whom they are supposed to "protect and serve".
