I feel so much for Haitian civilians. They're incredibly courageous, hard-working people. France has a major blame on the outcome. When they gained their independence, they forced them to pay for everything that was built under French ruling, and they continued to leech on the country (like they do in Africa). Then there's also the US occupation.
