  • On 1 January 2024, Ethiopia and Somaliland signed a significant agreement granting Ethiopia access to the Red Sea in exchange for potential recognition of Somaliland's independence. The deal is seen as a momentous development for Somaliland, which has been internationally isolated since declaring independence from Somalia three decades ago. But is it the crucial breakthrough that will lead to broader recognition and even UN membership?
    Located in the Horn of Africa, Somaliland has a population of around 6 million, predominantly ethnically Somali and Sunni Muslim. Its modern history involves a short-lived independence in 1960, followed by a problematic union with Italian Somaliland, leading to conflicts and eventual reclamation of independence in 1991. Despite building a stable state with democratic institutions, Somaliland struggled for recognition. The recent agreement with Ethiopia, while celebrated by Somalilanders, raises legal and political questions. Although the deal implies recognition, the exact terms remain undisclosed, and Ethiopia has not officially acknowledged Somaliland. The agreement's potential geopolitical consequences, including strained relations with Somalia, are significant. Somalia strongly opposes the deal and has hinted at military options, complicating the situation. While many in Somaliland rejoice, Ethiopia's recognition may face obstacles due to geopolitical complexities and may not necessarily lead to broader international acceptance of Somaliland. Despite initial optimism, the deal's long-term impact remains uncertain.

    The 1 January agreement between Ethiopia and Somaliland has been hailed as a breakthrough. Many hope it will open the way to Somaliland’s international acceptance. But do you think Ethiopia really will go through with recognition? And, if it does, will we see other African countries follow? And what about wider international recognition?       If Ethiopia really supported independence, they would have used the full name in the agreement and other little signals like that. No, I don't see this leading to a recognized Somaliland, to many variables and uncertainties and in general people don't like change especially into an unknown. these are objective observations and don't reflect my personal desires.

      The case of Somaliland is in line with the uti possidetis principle of AU chater and the committee nominated by ex-AU chairman late Alfa Omer Kanore in 2005 proved in their report that the recognition of Somaliland is legal and harmony with the colonial borders of Africa.So, Somaliland has the right to sign huge agreements like DP World and this red sea deal.
      This deal strengthening the legitimacy of Somaliland existence. This is win-win approach.Ethiopia doesn't violate the charter of AU.
      SOMALIA infriges the AU and the international law because it imposters Somaliland Republic. This is crime.

    born and raised in somaliland and live in canada but i go back alot and seeing my home country from young and just 10 years so much changed, so many new buildings, malls and changed infurstructre gives me more hope. that one day we will be recognized coz the world bank didnt help us. and no one even looked at us but us somalilanders had so much love for our country and built it to where it is today

    The international community has spent hundreds of billions on Somalia in the last 35 years and its still a mess. Somaliland didnt get a fraction of that and is doing relatively well. Somaliland deserves recognition.

    Somalliland is in full control of our own territory and border. Somaliland wasn't built on begging. We shed blood, sweat and tears to be the independent successful country we are today and can negotiate and co operate with any country in the World. There is absolutely nothing Somalia can do because we made it clear that we are not part of them!!!

    Prof. James, thank you for putting that together.
    It amazes me that Somaliland had 5 presidents. Multiple free and fair elections by international standards while to the east, Somalia didn’t have a single one man one vote since 1960s, to the northeast Djibouti is still run by the same dictator for over 30 years and to the west Ethiopia had 1 prime minister running Ethiopia for over 30 years until his death.
    Yet these countries are somehow so entitled and took for granted that UN card.
    Somaliland’s denial is nothing short of denying our people’s right to exist.

      Somaliland is not a democracy. It is broken down along ethnic lines and one ethnic group (isaaq) and they dominate they government to the exclusion of other ethnic groups.
      It is telling that the land the isaaq government offered to Ethiopia was land belonging to a rival ethnic group. This sparked protests in the port town which up to 100,000 people attended.
      Somaliland isn’t this peaceful democracy.

    Dont you think the red sea crisis is in Somaliland's favour as well? I dont think Somalia has a good track record of protecting its waters from piracy. Somaliland's territorial waters have been pretty much piracy free

      Somaliland is in a state of civil war! The Eastern largest state part Somaliland has no control over it and has rejoined Somalia. Now the western Awdal state has declared independence too and wants to join Somalia .
      The reason Somaliland Is not recognised is because it's ethnic Somali and shares language religion culture with Somalia and more importantly family links . Somaliland is a political project

      ​@@theancientsancients1769We aren't going to believe you just because you said anything. You will have to give us sources. It is clear that the fighting is in Las Anod, nowhere else that is a nationaly recognized conflict. Las Anod is part of Somaliland and it will be retaken in due time.

      Piracy is on the rise once again in Puntland where several episodes occurred recently so Somaliland is critical in keeping the international sea transport system moving without episodes in its 850km long coast where nothing has happened all this time due to its naval forces.

      That will never happen Awdal state and Lascaanood are with Somalia and they put on their land the big blue flag Somalia is united and Hargeysa can’t do anything about it so tell Muuse Biixi he did the right thing in order Somalia to unite and Muuse us out of Hargeysa now and corner to corner Somalia is happy 😃

    The sad irony of the situation is that if the Ethiopians had handled their internal politics in a sane manner, Eritrea never would have had to fight to secede in the first place, and both Ethiopia and Eritrea would have been more prosperous avoiding a war, and remaining one single united country. Even now, it's facing the same thing with Tigray, another wannabe-breakaway state. It's a real shame that Ethiopia just can't seem to break out of this endless cycle of internal struggle and warfare. It's a shame because Ethiopia has such an amazing history, and such wonderful people. And amazing food too.

      Well that's a great comment. But politics is a bit complicated. You see during the cold war Ethiopia allied with the US while Egypt allied with the soviets. The soviets were very generous they armed Egypt to the teeth, gave them loads of money, retook the Suez canal and build them a dam. Our neighbors Somalia joined the club late but become one of the fastest growing Africans states and the biggest army in sub Saharan africa. But the US gave us an annual aid of just 50 million dollars. We were sitting ducks. But at the last moment Egypt switched side back to the US. So we switched to the soviets. So backed by America and Egyptians the Somalis invaded, Eritreans and Tigrayans rebelled. So when the Soviets collapsed and the Tigrayans came to power. America played them against each other. Because Ethiopia can not be allowed to be a Strong nation again. And the Tigrayans under America created an apartheid state where borders are drawn by ethnicity and religion. Every tribe was given a flag, religion and an army. Succession was permitted under the constitution. So the current prime minister said he was going to resolve this problem. But the Tigrayans since they no longer could return to power decided to launch a susseionist movement and half of the politicians ended up dead and they lost their land.

      @@cushitic173 Yes we will all be weak states. But at least we can finally have peace and develop our economy. Somalia should stop trying to become a great power and keep destabilizing itself. It's better to develop your self and bide for time just like the Chinese said and did.

    Great video as always Prof James. Keep up the good work.
    So much to unpack here as a Somalilander.
    1. It's hilarious that the same Somalis who used to mock us and say you will never become an independent country are now having a collective meltdown.
    2. Using words such as soverignity and territorial integrity is just sad at this point. Somalia has been a failed state for over 30 years. Even today without western financial support and African military protection. The state would collapse Afganistan style. So calling Somaliland traitors for inviting Ethiopia into Somaliland in exchange for recognition. While at the same time being protected by Ethipoian troops in south is just hypocritical.
    3. They keep mentioning that that the eastern part of Somaliland. Are rebelling against the state and dont want to be part of Somaliland. First and foremost we have to remember. We are talking about the same people who commited genocide and killed up to 200 000 Somalilanders. Who were pardon, given political positions and a clean slate. Yet have for the last decade kept killing government official.
    Today they are waging war against the state and beheading our young service members on camera like ISIS.
    4. Every one knows that this SSC rebellion would have not been this strong without financial and military backing of Somalia. The plan is to destabilize and destroy the state from within.
    5. For crying out loud in what kind of democracy do a small minority decide for the entire country. We have had multiple elections and a referendum regarding our statehood. Somaliland will not rejoin Somalia. We will not sit with people who wants us dead. And till this day refuse to recognize or apologize for the genocide that happened. And

      I might add to your list, Somaliland was independent before somalia and Djibouti, and somalia does not have the legal rights to a state hood, since they were a trusteeship, and they failed to have a harmonious unification with Somaliland, thus nullifying everything, and they should go back to trusteeship status, and have the Italians colonizing them again.

    Somali clan systems are very contentious and complicated. Recognizing Somaliland will bring peace to the horn. Moqadishu is barely holding onto the capital and without African Union presence it will spiral back to chaos. Moqadishu’s greed to control swath of lands it cant govern will be the death of it.

    Great video, as always!
    There is however 1 question that keeps lingering in my head.
    How much of what happened does still matter?
    I think this question is important as it seems that we are in or almost in a new era in Geopolitics. This begs the question how many principles will still be standing in a few years time? Which states can make the transition which can not make it.
    Also apart from the broader context what can Somalia do?
    Could it resonably win a war and stabelize afterwards? Is it attempting to do what Azerbaijan did?

    An AU fact-finding mission in 2005 concluded the situation was sufficiently “unique and self-justified in African political history” that “the case should not be linked to the notion of ‘opening a pandora’s box’”. It recommended that the AU “should find a special method of dealing with this outstanding case” at the earliest possible date. On 16 May 2006, Somaliland president Rayale met with the AU Commission Chairperson, Alpha Oumar Konare, to discuss Somaliland’s application for membership.

    Congratulations for both Somaliland and Ethiopia. If the implementation done right this will pave way for the New Republic of Somaliland. Both Ethiopia and Somaliland should crank their diplomatic machine to bring their legal argument to the world. Don't forget that the United States and UK made the same territorial integrity statements to Sudan in the early 2000s while facilitating the road map for independence to South Sudan. Official statements and what goes on behind closed doors are completely different!

    I remember commenting on the first video you made in regards to this subject and it seems this deal has proven me right. Ethiopia needs a port and it was always inevitable we will get a port by one means or another. You can’t suffocate 130 million people. However the opportunity for mutual growth and benefit was always there and it seems Somaliland has seized the opportunity. Despite all the issues in Ethiopia and the gloom and doom narratives around our country, I only see an upward trajectory for the nation. Good luck Somaliland!

      The only way Ethiopia could have gotten a port by force is warring with Eritrea, which was part of Ethiopia. Luckily, this deal helps both Ethiopia and Somaliland to be prosperous.

    I believe Ethiopia is part of coalition of countries who are willing to formally recognize Somaliland. We will see who these countries are when the full treaty is signed and implemented.     Federal Somalia is a country without a constitution and governed by UNSOM so it can't really do much to stop the recognition of the Republic of Somaliland by Ethiopia or any other country. The former minister of defence in the Republic of Somaliland is a relative of the president of Djibouti, so that was old style politics going on there and there's nothing Djibouti can do either to stop Somaliland's recognition.

    As you mentioned somaliland has gained its Independence from Britain June 26th 1969 and voluntarily joined to the Italian Somalia to form unified state
    Initially,somaliland people never been happy with unification for various reasons including alienation and marginalization
    after a lo struggle somaliland reclaimed Its Independence again.
    According OAU charter Political and diplomatic recognition of somaliland would not be jeopardizing for changing status quo because somaliland respects demarcated colonial borders

      Great questions. It's certainly a significant escalation. Until now, the United States has been very cautious about the situation. It seemed to want to avoid any direct entanglement. But the Houthi attacks have been getting more serious.     Somaliland doesn't fulfill what it takes to get independent for some of these strong reasons and facts:
    It already lost more than 45% of the land it claimed by the rightful owners, Sool region in east. The west or Adelstate wouldn't accept another Somal clan to sale thier sea by another Somali. The fact is the idea of Somaliland came from out of anger and Northern clans have nothing to do with it other than Isaq. It will be easier to called what it is without fooling the world by the name Somaliland.
    The idea of framing Somaliland for all North Somalis when infact is Isaq politicians self interest not even their own clan.
    Somaliland ideas brought forward for centrall communit or Isaq clan in North Somalia. This has nothing to do with historical facts or colonial as Somaliland leaders want world to believed.
    Without going into more details Isaq clan accupies two central provinces in North. The other three North Somalia provences belong to Harti in two provinces in the east and western one belong to Gadabursi clan and some Essa closed to Djibouti border. Now they controlled three provinces out of the five and the Ethiopian issue will take out Adel as well because it their Sea at question not the Isaq one althought they wouldn't be save after.
    Now other than Isaq no other clan in the North has power or says since Isaq clan wouldn't allowed them. In the largest Somalis isaq clan population is less 8% as estimation. All the other 90% don't want to Somalia break up. Isaq politicians also failed to convinced other clans in North to go alone. They were ruling like North Korea style.
    Centrally clan politicians came up three political parties belong the centrall community or Isaq clan.
    Now the question the Sea Muse Behi now trying give to Ethiopia belong to other Somali clans in the North and these clans have thier people in Ogaden.Somalilland today isn't last year Somalilland. On August 8, 2023 Somaliland soldier fought Eastern province and destroyed cities and local called over Putland and defeated Somaliland army back to Isaq clan. There are more than 300 Somaliland personal armies in LasAnod jails including the leader of the army. Their weapons were taken by people they destroyed their houses.
    Conclusion
    Would Somaliland or isaq clan forced other North Somali clan from Somalia. Would isaq clan have the power to do that and forced others even with the help of Ethiopia.       You missing the point. The issue isn't Somalia union failed rather within the North Somalia itself. Somali people will rather fixed the damage road than building a road never exist.
      Asked your self one simple question. Why Somaliland asking for recognition for 30 years and doesn't have single nation recognized. The reason is simple. The world communities know more than you think about Somaliland. Actually today other parts of Somalia is more peaceful than North. Alshabab is weaken and Somalia federal government is better than before. As Somaliland people in the North from all regions came together 10 years ago to have inclusive Somaliland that failed because Hargeisa politicians refused. Then last year civil war breakout in the east. People in East and western Somalia can't be forced to abandoned Somalia for nothing. They would have the rights to remain in Somalia unless they decide for themselves. The rights to separate from Somalia can't undermined the rights to be in Somalia. Somaliland can't keep people quiet and run around they want recognitions.
      If the ideas of breaking away from Somalia centre in single community with the power, it won't keep that power to forces others. An example of it look Sool. Now where is Somaliland.
      The eastern community fight their way out and won't return anymore. People are not deaf and blinds. They know Somaliland had civil war for the last two years and still tension exist between regions. This will have to leave within Somalis themselves to solve it if they want to rebuild their Somalia or else. Mogadishu and Borama, Somalia are two Somali cities can't be separated clan, politician ect.
      Now another problem with Muse Bihe and Abi united all Somalis every regions,South, North and centre. It came down to defend Somali Sea with any cause and worry about other issues later in survival mode.

    Thank you for this well-rounded and informative analysis. Even though I do have some reservations on the detail of this Mou between SL and Ethiopia, the positive aspect is the recognition of Somaliland by its closest neighbour. Somalia’s argument that recognition of Somaliland will cause instability or open a ‘Pandora box’ can be seen as a form of blackmail, it seems like they themselves are the ones that are threatening to unleash this chaos if Somaliland is accepted by the international community. Somalia is abusing its position of being the recognised entity, and the reality is that the recognition of Somaliland merely means accepting the tangible reality on ground that Somaliland is already a sovereign independent state, so surely this will only strengthen stability in the Horn contrary to Somalia’s argument. Listening to the statements and speeches by Somalia’s official they have made it clear that they are only protesting this diplomatically as they have no means of doing otherwise and once they do and are able to at some point, they will ‘reclaim’ Somaliland by force. The inertia of the international community to genuinely solve this longstanding issue will only lead to a deeper conflict in the future and not the other way round the expansionist sentient coming out of Somalia has clearly shown that.

    Somaliland is a secessionist clan enclave, Isaaq elites wanted independence since the 1960s. However, I suggest you look into AWDAL state. Just like SSC, AWDAL wants nothing to do with secessionism. Awdal wants to be with Somalia 🇸🇴 but they are being forced and it’s citizens are jailed.

    Regardless of immediate Somaliland recognition prospects; DP World Berbera Port billion dollar investment, Ethiopia trade through the port, jobs and other benefits indicate that there is an opportunity for this area to improve the status of its people.
    PS - Assuming Somalia gets its act together and absorbs Somaliland in the future, you can’t undue the infrastructure improvements.

      There's more chance of Al Shabaab absorbing the fake government confined with a heavily guarded camp in Mogadishu than it absorbing Somaliland.
      They can't even come out of the heavily guarded camp that got mortared last week by Al Shabaab.

    As always a great piece Prof. Ker-Lindsey.
    We need to factor in that just before the Addis MoU signing, Somalia and Somaliland had yet another round of talks hosted by Djibouti where a significant thing happened.
    The Somalia president signed an acknowledgement letter that Somaliland was a separate independent country before the union in 1960. That it can sign deals and do business with other nations as totally independent from Somalia.
    This is HUGE, in the sense that Somaliland can act as an independent country under its original borders and sovereignty of 1960 and do bilateral business with other countries and that was always something others have insisted on having to engage directly with Somaliland.
    Somaliland is doing exactly that now with Ethiopia and this MoU signed is the 1st step while other countries are lined up.
    What will persuade other countries ultimately to also recognise Somaliland again (Remember that 35 countries already recognised it in 1960 before the union including the 5 permanent members of the SC at the UN) is its strategic position which is even more significant in the current world situation for trade and security.
    The US just passed its defence act the NAA that includes Somaliland specifically in a defence pact and a base in Berbera being built now.
    UAE is also heavily involved in as an investor in both Somaliland and Ethiopia and so is China. So ultimately, strategic location, security and business will be the driving forces behind a re-recognition of Somaliland under its internationally recognised borders of 1960 no matter how much the failed state of Somalia complains.
    Djibouti's complaints are purely out of fear and realisation that it will lose business to Somaliland and it wants to keep it all to itlelf selfishly.
    Remember that it has leased bases to 6-7 foreign countries itself so what right do they have to object to Somaliland leading 1 base/port to Ethiopia?
    In addition, the tinpot dictator there feels he has been outsmarted by Somaliland as he hosted the last round of Somalia and Somaliland negotiations which Somalia broke its essence within 48 hours of signing it, yet again so looks like Somaliland has utterly outsmarted both Guelleh and Hassan Sheekh properly and they are not happy.
