Yeah I agree the sampling is not very good. There is a tracked issue where they discuss "active vertex color picker" with this explanation; "The painting sample_color operator should pick the color of the active vertex and assign in to the brush (or to the UnifiedPaintSettings color)instead of picking the shaded color from the viewport." .. so at least they're aware of this issue. Let's hope it gets fixed soon.
Just switch the matcap to studio lighting is neutral color and vertex paint in sculpting mode is way better than in the dedicated vertex painting mode xD
Anyone know how to sample vertex colors without sampling the matcap?
With a flat matcap
My only guess is to set the lighting to flat and color to vertex in solid view. Hope someone has a better answer

I'm just used to ZBrush, where you can use any matcap and still sample the correct polypaint. Also,I don't think you can paint in sculp mode yet
