  • The inspiration for Kelly McGillis' character in Top Gun, Christine Fox is the Assistant Director for Policy and Analysis of the Johns Hopkins University Applied Physics Laboratory. Prior to joining APL, she served as Acting Deputy Secretary of Defense from December 2013 to May 2014, making her the highest-ranking female official in history to serve in the Department of Defense. Ms. Fox is a three-time recipient of the Department of Defense Distinguished Service Medal. She has also been awarded the Department of the Army’s Decoration for Distinguished Civilian Service.
    Ms. Fox currently serves on the Board of Trustees for the Woods Hole Oceanographic Institution, the Board on Mathematical Sciences and their Applications (BMSA) at the National Research Council, and is a member of the Council on Foreign Relations.
    With nearly 6,000 staff at what is the nation’s largest University Affiliated Research Center, Johns Hopkins APL makes critical contributions to a wide variety of national and global technical and scientific challenges. As the Director of Policy and Analysis, Ms. Fox leads efforts to increase APL’s engagement on technical policy issues and directs research and analysis projects on behalf of the Department of Defense, the intelligence community, the National Aeronautics and Space Administration, and other federal agencies.

    Could we still have action , motivation and intent in the way of a current murder? if this IT murdered someone, who would be at fault the owner or the maker of the technology?

      if it were a police robot and murdered someone, it would have qualified immunity. so we can expect lawmakers to make laws holding the manufacturer harmless in any case. we don't regulate the fascist oligarchs, we only regulate people that complain against fascist oligarchs.

    Dilemmas are there definitely, more interesting is to see the different actions taken by different people/regions/organizations post-dilemma

    I want to be a data scientist...but...That moment where I have the ability to truly control a persons decision in what they buy...just by the simple clicks and comments they say on the internet...That moment when all (well the high probability of what the human will choose) human choices will be known...What will it really mean to be free? Even when they know...humans will still be willing to give up their data....for convenience..

      @Southern Violinist Let me ask you..do you shop online or in person?
      Either way, the AI will know all human outcomes...They will use survellence video to show the AI where users walked in the store...They don't need to know your name because they have face recognition software..They can try to cross reference your face with any social media account...
      This stuff is too deep...I suspect the government might have a system that can predict who will commit a crime by using data from social media accounts...This was almost confirmed when trump said he wanted the fbi to make a system that does this...he just wants them to gain athourity for using it..
      Do you know what minority report is? We are headed to that future... but instead of psycic powers..it will be with machine learning and AI....
      Even if you know whats going on....you still will be controlled....You can say that you are not....but if you own a youtube account there is a HIGH chance you own a social media account...and with that a phone....it's a done deal for most with that combination....

    This lady scares me and I hope she is not representative for most defense executives. She doesn't even understand why drones are controversial after studying such operations for many years? Just shows how oblivious she is.
    Imagine that up in the sky there are drones controlled by some person halfway across the world. They fly so high you can't see them but you know they are there. You realize that at any point the operator can decide to end your life. Whether you are a "terrorist" or not, some guy is just doing his daily job, making that call. Have fun going outside.

      The only difference between a UAV and a conventional aircraft is the location of the pilot. There is no reason for UAVs to be any more controversial than any other military aircraft.

      The DoD uses competitive, unscrupulous contractors for a lot of projects. Looking at a piece of paper or digital document that says a human has to be part of the equation won't do you much good. I don't know this for sure, but I imagine that to hedge their bets against competitive nations, software is loaded onto drones that will make them "headless" (no human required) if a large scale conflict kicks off. Then these ethical agreements go completely out the window.

    What about the Chinese? Their companies don't play by the same rules. How do we stop their abuse of AI, now and in the years ahead?

      Google has a love affair with China. They will develop technologies for China that they wouldn’t develop for the US. The future will be a technocratic dystopia.

    Corporations lie considers cigarette companies that said "cancer causes smoking". They have no motivation to make things safe "a corporation is an ingenious tool for gaining personal wealth without personal responsibility" I actually don't remember who said that. And in Ford vs. the Board of Directors the US Supreme Court found the purpose of a corporation is to pay a dividend with stockholders. Therefore corporations have no moral obligation! Unfortunately we can't stop these things and we can't trust them.

    well perhaps there is some ways for going back (to pre-internet technologies) after all. but it would require a very difficult to survive catastrophe. Mother nature: "Hold my beer"

    Autonomous AI is like virus research. Someone will make one, it will go rogue and be a technological pandemic.
