How are these 16 year olds getting into places where alcohol is served? I understand why my family was super strict with me growing up. I wasn't allowed to go sleepovers, go to friends houses, go to parties, or hang out with certain people. My mom always told me whenever I wanted to go out: "well when you turn 18, get a job, and have your own place, you're free to do whatever." With parents like these, its like they're supplying their daughters to these creeps.

The days of just blaming the parents are long gone. This isn't 1940 where if your daughter decides she can just go do whatever the community will be against her. Ever seen the movie Moana? She is 16 when she ignores her parents rules and leaves the island. Little Mermaid, April is 16 when she takes off. Tangled she was likely 17 when she took off. In all cases the parents (I know tangled is more complicated) are looked at as if they are doing something -wrong- (correction: in the first two the parents aren't considered morally wrong, they're being protective, but the daughters need to be free is seen as being inhibited by them. It's pretty common as we grow up to want more freedom, and our parents generally stand in the way of that, however in both of those stories the daughters need for freedom is seen as a higher value than the need to protect them. In other words it's generally a POSITIVE that they ignored the rules and set out anyways).
There are ton of people in authority positions in places like counselling, social services, etc that will say just using your authority will create a worse situation. Bless the parents that are still putting up the good fight, and the youth that are smart enough to listen to their parents, but don't be surprised when a society based on hedonism shows a higher number of girls in these positions especially when you eliminate parental tools for combating it.

There are no more places for teenager and under 21 crowd to congregate anymore. You have places for pipsqueak up until about ten and then nothing until you're twenty-one.
