People who are crazy, insane and dangerous need to be locked up even if it’s in a mental institution where they can get help so they’re safe to be in public. Not guilty by reason of insanity doesn’t mean you get out of all consequences and get it back out into society to injure and kill people.

It was a brutal beating but according to an eyewitness the Fire Commissioner sprayed the suspect with bear spray first after verbally confronting him. The fire commissioner made the mistake of misjudging the response of the person he chose to use bear spray on and got a beating for his trouble. It doesn't take a genius to understand that letting people live like animals on the street changes that person. Don't expect normal responses or actions when you make the decision to make that first move. No civilized society allows people to suffer on the streets as punishment for their mis-steps in life or illness. For the sake of public safety steps must be made to get people off the streets.
