The cannon trooper is fully implemented, it just doesn't spawn, and you can easily access it by using a randomizer. If you randomize enemies, the cannon trooper will show up mixed into the randomization.
My favorite piece of cut content is the cut horse behaviors in Breath of the Wild. I know that they wouldn't be as appreciated by others as they would by me, but the concept art of a horse sticking its head through the window is so incredibly charming. I love it when animal mounts are treated as something more than just a frustrating vehicle.
Like some of the other things on your list, the unused yawning emoticon in Tri Force Heroes is actually fully functional in the game if you use an Action Replay code to change which emoticons can be used. Every once in a while I would do the yawn while playing online and the other player(s) would be like ??!? wtf!?? The fairy outfit unfortunately doesn't work like that, it's just an unused file sitting there that's never accessed by the game. You can have it replace another outfit by swapping some of the files around, but it only shows up on your own 3DS, other players just see the outfit you replaced.
These were really interesting! Love the one from Oracle. I also showed Stovepipe island to my son, who is just finishing Wind Waker for the first time.
they may have cut the gamecube island in windwaker but we did get the dee ess island in phantom hourglass

Being able to explore underwater Hyrule in Windwaker is way more interesting than the cut islands imo.
The coolest pieces of cut content for OoT is the Medallions powers discovered in that beta build and for TP is the magic bar

For zelda tp you could have said the goron golem thingy, its pretty cool imo.
