In my opinion, Chi Yu should not be an honorable mention but on the list. 100 base speed is, while not outstanding, still very good and thanks to its ability and the high Special attack it can easily make use of a Choice Scarf and go to town. This is very dangerous, especially with Dark Pulse having a 20% flinch chance, which can be devastating if it happens even once, since this thing doesn't allow you to take hits and waste a turn, otherwise it'll crush you. You can also just as easily run Choice Specs so nothing can switch into you since base 100 speed is still pretty fast. For example since you’re fast with cyclizar, if you use shed tail, the opposing Pokémon could be using an attacking move so when you send out the next Pokémon they would basically have no subs.
