does it need to be rooted before i install it...(becuase the "un-install" is "unroot") so.. im a bit unsure

Then just look for a custom ROM running Android L from XDA or from my site's ROM section - theunlockr.com/roms

No it'll work on the Nexus 5 LTE, but not the Nexus 7 LTE.

You have to shift click on a blanc space in the android sdk folder and then you'll see open commande commande window here
