Most Midwest states are going to be largely conservative. This leads to a training program that puts safety first. Also in WI, the roads are rough because of the harsh winters so maybe their cautious attitudes combined with poor road conditions explains some of the over communication.

These officers handled this amazingly! I love how they didn’t all let their emotions control them and pile on the guy, as we often see. They controlled the situation, approached in a clear and direct manner, then just talked to him as they cuffed him. Absolute excellence!
Police Officers in Wisconsin are well trained, and it is one of the hardest states to become an Officer. I live here so maybe I'm biased, but this is close to my area and I have the utmost respect for the agencies around here.
I have a buddy whose parents are retired in Palm Springs. He laughs because all the oldsters own white Caddies, Buicks etc. He says driving down the main streets is crazy because many of them are driving slow, weaving around in the lanes, etc.!
The state boys on the 2nd and 3rd spike attempt should take lessons from the deputy on the 1st spike. Suspect was probably focused on his patrol vehicle on the side of the road to have noticed him a hundred feet or so away from it and on the other side of the road as he pulled the spikes across. That was a solid way to have distracted him.
Pursuit should be (as is if I’m not mistaken) up to initiating department. Winnebago shouldn’t be able to have any input on it continuing. That and if state is involved that should supersede all. Winnebago county is lame they never wanna chase.
