Can’t remember the year but applies to all crdi
Was wanting to replace the filter myself however do I need the special computer scanner you have to properly install it?
No not necessarily, once installed you can keep turning the engine over and it will eventually prime the filter and start.
I only use the diagnostic machine as it’s easier and doesn’t drain the battery trying to start it.

Did you fill up new filter with diesel befor screwing it ?
No as on the Hyundai you can go into the system with the diagnostic tool and remove the air from the system which also fills the fuel filler with fuel so no need to pre fill if you have a diagnostic tool
I don't have this fuel filter location on my 2018 2.0
Some models will be a plastic housing under the vehicle by the fuel tank
