To be fair, they were initially developed only to prevent pregnancy. It was only later that design was improved to also provide protection against STIs. But even as a new product, a nice side benefit was that they prevented a number of STIs, so yeah, that woman was just being a typical mouthpiece for some conservative/religious agenda.

I think Marilyn Manson was trying to support the point Bill Maher makes that if the woman tells young adults condoms are useless at protecting against Sti’s it could cause people to just see condoms as useless all together and say what’s the point. Also condoms do help minimise the risk of transmitting diseases but even with protection things like herpes and syphilis can still be caught through contact with pubic hair
I think the point is that anyone's lyrics can be open to any kind of interpretation - that's the point of art. Artistic freedom and individual interpretation. Don't judge his character and intentions based on his lyrics because we can all definitely do the same with yours. Musical lyrics don't define the person who writes them. A lost soul will find whatever they want to find in whatever they're listening to. The "problem" lies in the listener and their history, not the artist.

Genital Herpes cannot be stopped by a condom, since the skin to skin contact occurs in places not covered by a condom. however, there is no excuse for discouraging the use of condoms.
