I've been doing the same thing but I used the free version of Fusion to turn an stl into a solid and export it as a step

Awesome, I have never used fusion, it is on my list of things to try, is there a way to convert stl to quads and then export the step?

sadly no, the free version has a weak decimate modifier that reduces the poly count and that's about it, tbh it's better to use remesh in blender first. I'm personally experimenting with ngon so I have more clean large surfaces because I mostly make stuff for 3D printing so the less topology I have to deal with in plasticity, the better@@takerefuge3d

Yep I use quadremesher all the time to be honest pretty useful in this case.
