In the calculation for GPM, (4226.25/231=18.3) GPM and I trust you know what you're doing, what is or where does "231" come from for this ? I'm no math expert by a long shot but I just want to know if it is a standard/constant for figuring out this? Thank you.

Can I use a similar principle to measure pump flow? I don't want to spend the money on a flow meter. If I connect a hydraulic motor to my hydraulic pump and using the displacement per revolution on the hydraulic motor and measuring how many rpms when running should make it possible to calculate the gpm of a hydraulic system. Would this work? I need to test my pump's gpm because I think it's not performing to specs.
That is a an idea I have never thought of. There are couple factors that I would have to think about. But it would give you an idea if it is not running correctly. I would not put a load on the motor.

231 one is a constant when calculating a liquid volume to gallons. When you calculate out the volume per revolution, you then need to convert it to gallons to get to gallons per minute. Hope this helps. Any other questions please let me know.
That’s not how efficiency of a pump is defined. It’s the ratio of theoretical power over actual power a pump is using to deliver any given flow rate at the actual head it’s delivering that flow rate. So, this is not correct at all.

Yes it's a constant value
That just converts 4226.25 from in^3 /min to gal/ min
1 gallon per min = 231 in^3 per min
231 cubic inches of volume in gallon

If i can't get the theoretical flow rate for a gear pump. Is there a way to manually calculate the flow rate of the gear pump?
Not that I know of. The problem is you don't know the volume per rotation. You can hook up a flow meter. That is about it
