However, you can get there once you've reach Phon Coast by getting a chocobo from Phon Coast (Hunter's Camp) and riding it to Tchita Uplands (Shaded Path). There should be a pile of debris blocking the way and a 'game hunter nearby'. Walk onto the debris with the chocobo to get to Cerobi Steppe.

@FuyutsukiHitokiri it appears during the sandstorm. what i did was continuously zone from zertinan caverns to the westersand and back until the sandstorm appeared. or you can try waiting 30 mins in giza plains then coming into the westersand.
@UnlimitedZoro2010 if you've already beaten earth tyrant, then chances of getting sandstorms will be lower. but keep trying to zone in and out until you get one...
unnnn,i dont know. i remeber going to whatever that area was called early in the game when i wasnt supposed to,so i think its possible somewhere before you completely finish that place,id have to go back and play again cause i just passed that part :P
@MrVinism thanks for the advice but i got the sandstorm when i least expected it, iw as trying to make the gize plains go to the dry but going between them and when i did it was the sandstrom and got the halcyon thing on the first try

DON'T chain ememies that you need a monograph drop from. Chaining seems to reduce the possibility of a monograph drop. Kill other enemies too.
