I'm not familiar with the NDEV specifically but usually DIP switches on video game devkits are used to control debug features, which are not built into the system but rather programmed by the developer, i.e., the game can query the system for the state of the DIP switches and do whatever the developer wants. These are mainly used instead of debug (aka cheat) menus. Suppose you want to make yourself invulnerable (which is useful for debugging because you don't want to be bothered by enemy attacks when you're debugging something completely unrelated) - you could code in a debug menu that gives you access to such features, but then you'd have to pause the game, enter the menu, switch "god mode" on and return to the game - or you could just program a DIP switch to make you invulnerable and just toggle it on and off by flipping the switch without needing to pause the game at all. An additional benefit is that since the DIP switches only exist in devkits then even if you forgot to remove the debugging features before release there's no risk of someone being able to access them on a retail system.
The NDEV's DIP switches are weird, they don't seem to be hooked up to any GPIOs or anything else accessible from the main CPU and the official documentation just says to keep them all set on at all times. Earlier prototypes of the NDEV used them for controlling various hardware debug features which (AFAIK) don't exist on the final revision.
