No because it is not up to us to choose the government of a sovereign country. Most Russian people support Putin and if there was a desire to do such a thing as a government in exile it would have happened long ago already. The West has no more right to choose sovereign countries government then Russia has to choose Ukrainian government. This kind of thinking of your implies that we the West know better then every one else which is not the case. We are not the majority of the planet and far from it.
